I literally open up a spec document, update the headers and footers for the specific project, make the necessary changes to the font and the outline format at the beginning of the document and it is done.

I then copy the body of another spec section and paste it into that document to create the other project specs. For each level, you need to have 2 styles to hand, one for numbered items and one for detail items.
